Governor Mead Signs Contractor Preference, Manufacturer Sales Tax Exemption and the Supplemental Budget

CHEYENNE, Wyo. – Governor Matt Mead signed two bills related to contractor preference laws. The Governor considered these a priority for the legislative session. In his comments Governor Mead said, “The fact of the matter is that when we talk about Wyoming and our pride in Wyoming that starts with belief in our own people and includes our contractors. We have great contractors in Wyoming who have done some great projects and they have buy-in in our communities.”

After signing the manufacturer sales tax exemption the Governor again thanked legislators for their work and said it was important in attracting a wind tower manufacturing company to Wyoming.

As for the supplemental budget Governor Mead did make two line item vetoes. This included a veto of the spending of $450,000 on a possible new Governor’s Residence. The Governor said the Legislative initiative was not necessary at this time and if the committee created by the Legislature finds land appropriate for a new residence then there is other money available to make a purchase.

The second line item veto was of language pertaining to salaries for the judicial branch. The Governor said that the veto language preserves the separation of powers, “to the best of his ability.”

On the supplemental budget as a whole the Governor said, “I appreciate the exceptional hard work of the Legislature and the Joint Appropriations in putting together this supplemental budget bill, in ways that meet many of my recommendations including the funding for highways and including a compromise, but still a very good start on funding for local governments.”

A copy of the veto letter the Governor sent to lawmakers is attached.
